Looks like what we call lokma in Türkiye.

Two to TravelYes, fried dough, with a simple syrup and cinnamon. It is supposed to be warm and crispy. In Türkiye you sometimes find it in pastry shops, but it is more likely to be prepared by mobile lokma makers (specially equipped vans) in remembrance of a deceased person. You make arrangements to have the van parked somewhere, they make the lokma fresh, and plate a couple at a time for passersby to pick up free of charge. As you pick up you simply say something along the lines of may your prayers be accepted by Allah.
