The historical reason for it being so colourful is that when Dracula was unrestrained and killing indiscriminately, the streets and houses were covered in blood, so after they captured and locked Dracula away they had a big cleanup and had to paint the town (and there wasn't enough paint of a single colour for such a large area so they just used what was available).
